Moments before the Green Zone breach, Sadr seemed to offer an ultimatum: "Either corrupt (officials) and quotas remain or the entire government will be brought down and no one will be exempt from that." Shamokin, PA - Animal abuse charges were filed Friday against a teenager accused of using dogs to track and kill a pet cat in Shamokin this week, according to Police Chief Darwin Tobias III. A juvenile petition was filed by Patrolman Bill Miner against a 17-year-old Shamokin boy, charged with two felony counts of cruelty to animals, Tobias said. The teen also is charged with misdemeanor counts of recklessly endangering another person, criminal mischief and disorderly conduct.Tobias said the teen and an unidentified male accomplice used the dogs to hunt and maul the cat. Miner and Tobias took the teen into custody at his home. He was turned over to Northumberland County Juvenile Probation and placed in a youth detention facility, Tobias said.The dogs haven't been located, Tobias said. Mark Rusinko, Northumberland County dog warden, and animal humane officer Richard Wright are assisting police. Graphic surveillance footage that captured the dog attack on Wednesday along Willow Street led police to the teen. The footage, shot from a homeowner's surveillance camera, showed the cat scurrying along parked vehicles just east of Market Street. Two males walking the dogs on leashes side-by-side subsequently appeared in the footage. One pointed in the direction the cat was moving, and the males split up - walking on either side of the street.The males and animals disappeared from the footage before the animals re-emerged. The dogs, running free, chased the cat and cornered it on a front porch.Moments later, the males approached cautiously, with one walking onto the porch and grabbing a leash to pull the dog to the street. The other dog followed. Both dogs continued to maul the cat as it was dragged to the sidewalk. The males were approached by a neighbor before they walked away with the leashed dogs, the cat left behind. An investigation continues into the identity of the other male.

After joe grew and became too strong to control, Martin dumped Joe at The Mobile Zoo in Alabama where he was confined to a tiny, rusted cage, isolated and alone....for 17 years. Peta has been fighting to free joe and they finally succeeded. Joe was transferred to the Save The Chimps Sanctuary facility in Florida. He will be in a temp enclosure allowing him to adapt to his new home and for his caregivers to make sure he is ok. He will then have access to the larger Habitat. A stockpile of more than 100 tonnes of ivory from some 8,000 animals was set alight near Nairobi on Saturday, to highlight the threat to endangered species. Commercial trade in African elephant ivory was banned in 1989, but conservationists say one-off sales that have since been permitted have revived demand. Kenya is seeking a total world ban on ivory sales when the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES) meets in South Africa later this year. 30 April 2016 - Germany and five other states are to ask the EU to prolong inter-Schengen border controls for a further six months. Passport-free travel between several EU countries has been suspended owing to the migrant crisis. German Interior Minister Thomas De Maiziere said in a statement Saturday that despite the effective closing of the West Balkan route to refugees, EU states still needed to protect themselves from a possible new migrant influx through other routes. "Member states must continue to have the flexibility and option to conduct border controls at their internal borders in cases when it is necessary," the statement said, adding such measures were required to guarantee a certain level of safety. The EU Schengen area's 26 countries allow free travel across their borders without the need for passports. But some countries were given permission to temporarily reinstate border checks, which is due to run out on May 12. A German government official said the request for a six-month extension would be send to Brussels on Monday in a joint letter from Germany, France, Austria, Belgium, Denmark and Sweden. The six countries have all clamped down on border entry as the continent battles its biggest migration crisis since the end of World War II. Germany took in more than a million refugees last year, but the numbers of arrivals has slowed significantly recently. EU review of Greece Earlier this month, Austria also announced tough new refugee controls, along with plans to build a 370-meter-long (1,200-foot-long) fence at the Brenner Pass in the Alps to protect against a sudden migrant influx, much to the annoyance of its neighbor Italy and the EU. Brussels is expected to review Greece's efforts to protect the EU's external borders on the same day as the current controls expire. Analysts think a negative assessment would strengthen the case for an extension of the border checks. Hundreds of supporters of Shi'ite Muslim cleric Moqtada al-Sadr have stormed the Iraqi parliament in protest at MPs' failure to convene for a vote on overhauling the government. Amid what appeared to be a festive atmosphere, some chanted "the cowards ran away!" in reference to the absent lawmakers. They have been demonstrating for weeks, heeding their leader's call to put pressure on the prime minister to act on promises of reform. Earlier, the protesters broke into the heavily-fortified Green Zone housing government buildings including the parliament, as well as foreign embassies. Western compounds were locked down. A guard at a checkpoint said the protesters were not searched before entering - although an armed group loyal to Sadr was said to have made some rudimentary checks. Sadr's fighters once controlled significant parts of the city and helped defend it from the so-called Islamic State. Prime Minister Haider al-Abadi wants to replace some ministers - chosen to balance Iraq's divisions - with technocrats to combat corruption. But political parties have resisted the changes. The protests followed parliament's failure to complete a vote approving a planned ministerial reshuffle, designed to combat corruption. "We are here to put pressure on the politicians because they are not honest, we demand a true stance by them to serve the Iraqi people," said Hakem Radi, one of the protesters. 30 April 2016 - Anonymous hate letters sent to a Senegalese migrant teen living in Italy turns out to have been sent by...herself. A tale of envy, racism and mystery had the Italian media hooked last May when a series of hate-filled letters sent to the daughter of Senegalese migrants brought about a nationwide conversation about racism and roused high-profile figures such as national politicians to pledge solidarity with the girl. The case received so much attention that it prompted one of the country's Cabinet ministers to visit her school. A year on from that whirlwind of publicity, the investigation has concluded quietly with the revelation that the girl made the whole thing up. La Repubblica, an Italian newspaper, reported that the fourteen year old girl's father alerted the police after the "model student" received six letters filled with racist slurs. The letters told her that she would never realise her dream of becoming a lawyer because she is black, one going on to say: "You are beautiful but unfortunately you were born dirty. You have to go back to your country with your family unlike me, who is purebred." The girl's father said he believed the hate campaign, which also saw torn exercise books and textbooks sent to his daughter, was motivated "half by racism and half by envy" because she had recently excelled in her exams. For over a week news outlets pored over the racist letters, some even analysing the grammatical structure to speculate what sort of person could have sent the hateful missives. It was reported that the girl's school held investigatory interviews with her classmates, compared the letters' handwriting with that of all the other pupils, and the headteacher promised "exemplary punishment" as excuses "would not be enough". A few days after the initial report, la Repubblica published an open letter by the young Muslim, who wears a hijab. In it, the fourteen year old conveys enthusiasm for her studies and pledges to work even harder in order to one day achieve her goal of becoming a lawyer. Speaking out against prejudice, the girl writes that whilst Italians denounce racism, racist behaviour can "eventually jump out of people". She expresses hope that the culprits of the hate campaign will be identified so she can "look them in the eye" and they can be punished. There was further intrigue a few days later when the press reported that a new letter had been found, this one mocking the girl for going to the press and declaring that neither she nor the police would ever learn the sender's identity. It repeated claims that the Senegalese teenager would never be able to become a lawyer, this time saying "no one is willing to be defended by a black woman". This seventh letter in the series stated that newspapers covering the episode do not don't care about the girl's plight and taunted that "they just want the pennies". The mayor of Pisa soon weighed in on the controversy, calling it "unbearable", and announcing that the whole city is "mobilising for the student". Other high profile figures added their voices of support, too, with trade union leader Gianfranco Francese condemning the letters as the "poisoned fruit of racist and xenophobic propaganda". But one year on from all of this the furore, the centre-right newspaper Secolo d'Italia has revealed the investigation, conducted by the juvenile justice prosecutor, closed with no one held responsible for the letters. The shock of discovering a surprisingly inflated mobile phone bill after travelling abroad within the EU should be a thing of the past from now on. Dramatic reductions in controversial roaming charges imposed by operators came into effect on Saturday. It follows a nine-year campaign by the European Commission to tackle excessive charges and should bring large savings for consumers. The new rules cap the extra charges that operators can impose on travellers from other EU countries. Roaming surcharges are now limited to: 0.05EUR extra per minute for outgoing calls 0.0114EUR extra per minute for incoming calls 0.02EUR extra per text message sent 0.05EUR extra per Megabyte of data downloaded The changes are expected to bring roaming charges down by at least a third. The biggest reductions are expected to be for consumers downloading data - photos, emails and social media. These are just interim measures: the surcharges are due to be abolished altogether from June next year. The Commission - which says roaming charges have already been brought down by 75 percent from their original levels - wants to eliminate all barriers to create a single digital market.

At least 21 people have been killed and 42 injured after a car bomb targetting Shia pilgrims exploded in a suburb of Baghdad, Saturday, according to official security and medical sources. Violence continues to plague Iraq. A bomb explosion has targeted a group of Shia pilgrims near the capital Baghdad. More than 20 people have been killed and dozens more wounded in the car bomb blast in Nahrawan, an area northeast of Baghdad. The pilgrims were walking to the shrine of Imam Musa Kazim, the seventh Shia Imam, for annual commemorations. Local officials say the death toll is expected to mount as some of those injured are in critical condition. Footage released on Friday shows a Florida police officer repeatedly striking a handcuffed woman at the Duval County jail in Jacksonville, Wednesday. Officer Akinyemi Borisade was charged with battery for the attack and fired by the Jacksonville Sheriff's Office on Thursday.

WORCESTER - A delivery worker for Bob's Discount Furniture escaped injury Friday morning after leaping from the back of an out-of-control box truck that was rolling down Shelby Street. Jeffrey Sierra was in the back of the parked furniture truck when it unexpectedly began to move, and the vehicle rolled down a steep hill, striking a car and veering into the front yard of a house at 17-19 Shelby St., demolishing the front steps, according to the Fire Department. Several veteran drivers...had warned him that he was in way over his head, driving all wrong for the Speedway. Smiley was a road racer and was used to counter-steering his car to avoid a crash if the rear wheels broke traction. While rushing to the car, I noticed small splotches of a peculiar gray substance marking a trail on the asphalt leading up to the driver. When I reached the car, I was shocked to see that Smiley's helmet was gone, along with the top of his skull. He had essentially been scalped by the debris fence. The material on the race track was most of his brain. His helmet, due to massive centrifugal force, was literally pulled from his head on impact...I rode to the care center with the body. On the way in I performed a cursory examination and realized that nearly every bone in his body was shattered. He had a gaping wound in his side that looked as if he had been attacked by a large shark. I had never seen such trauma."

Teenager Freaks Out On First Roller Coaster Ride

Even though she was safely sandwiched between two friends, this girl freaked out on her first rollercoaster ride at Six Flags Great America. Her initial panic turned into pure terror as the coaster took off at full speed down its first hill.
While celebrating the fall season at a harvest festival, this girl tried to hang onto a giant pumpkin as it spun around. However, as soon as the pumpkin picked up speed, she was unable to keep her grip and the pumpkin flung her off into the hay.
Everything seemed to be going well after this grandma was persuaded to go on this roller coaster with her son and grandson. Unfortunately, as soon as the ride started to pick up speed, she took off her glasses and screamed at the top of her lungs at every sharp turn and big dip they went through.
During particularly snowy conditions along a narrow highway, this driver witnessed a car in front of him slide right off the road from the ice. To make matters even worse, when he tried to get back on the road, he veered right into the path of oncoming traffic. Luckily, emergency workers were soon on scene to assist.
These people excitedly gathered on the street to watch the parade march by. Unfortunately, one of the balloons impaled itself on a street light and sadly deflated in front of everyone.

A United States military investigation has concluded that a deadly US air strike on an Afghan hospital last year did not not amount to a war crime. Forty-two people were killed and 37 others wounded in the strike that destroyed the Kunduz facility run by the charity Doctors Without Borders. A top US general said it was caused by a number of factors, including human errors. "The investigation concluded that certain personnel failed to comply with rules of engagement and the law of armed conflict. However, the investigation did not conclude that these failures amounted to a war crime," said Army General Joseph Votel, Commander of US Central Command. "The investigation found that the incident resulted form a combination of human errors, process errors and equipment failures. And that none of the personnel knew they were striking a hospital." Ohio cop helps drunk man find his marijuana

An intoxicated Ohio man asked a police officer to help him look for his missing marijuana. In a body cam video posted to the station's website, 42-year old Dennis Wagner stops a cop to ask for his help. In the video, he appears to be drunk. "Hey. I'm not gonna lie," Wagner begins. "I lost a little bit of my marijuana." The cop, displaying a tremendous amount of patience, says, "Where at?" "Somewhere around here. I don't know. But it's gone." Wagner says. "How do you know you lost it?" Wagner is straightforward: "'Cause I ain't got it on me." The officer first tells Wagner to check his pockets, and then, when it's not there, tells him that they have to find it because he doesn't want a kid finding it.
